You raise several new points which I shall be responding to shortly. In the meantime I am making arrangements, under the Code of Practice on Access to Government Information, for a full internal review of my reply to you of 20 April to be undertaken. The review will be conducted by Dr Gordon Munro, and should be completed by 26 June.
