Dear Mr Medawar,

As you may know, the Ombudsman has been in correspondence with the Permanent Secretary and the Agency about the complaint made on your behalf by Mr Richard Shepherd, MP. As a result of a recommendation by the Ombudsman the Agency has agreed that a copy of the original paper MCOO5 (the paper on Direct to Consumer Advertising considered by the Medicines Commission) should be disclosed subject to appropriate editing under exemption 2 of the Code. I now enclose a copy of that paper.

I am sending a copy of this reply, and enclosure, to the Permanent Secretary and to Mr David Reynolds at the Ombudsman's Office.
