CODE OF PRACTICE ON ACCESS TO GOVERNMENT INFORMATION: COMPLAINT TO THE PARLIAMENTARY COMMISSIONER FOR ADMINISTRATION

I am writing in connection with a complaint which Richard Shepherd MP made last year on your behalf to the Parliamentary Commissioner for Administration about a delay by the Medicines Control Agency (MCA) in replying to requests you made under the Code of Practice on Access to Government Information. I understand that the MCA sent you the final documentation in June this year and that you have been in further correspondence with them since.

I would like to add my personal regrets to those which the MCA have already expressed about the delays in dealing with your requests. Your requests raised sensitive issues about past understandings of confidentiality and the MCA considered it necessary to seek the views of the members of the CSM and its subcommittees before responding finally. I hope you will agree that that was the right thing to do. But it did take much longer than we had expected to complete the process. I am very sorry that we did not give you a complete response more quickly and regret the frustration this must have caused you. I hope you will accept my apologies.
